Residency Requirement

Just a quick thought I had while driving home from work this afternoon…..are male residents of South Baltimore under the age of 30 required to go shirtless from the middle of May through late September whenever outdoors? That and sport a haircut that would be looked upon with favor by most skinhead/neo-nazi organizations?
I’m just never going to fit in.
